H. CON. RES. 122 - REQUEST THAT THE UN SECURITY COUNCIL HELP THE IRAQI PEOPLE

Introduced March 26, 2003 into the house by Rep. Ellen Tauscher (D-CA). Cosponsors.

This resolution asks that the UN play an active part in the post-conflict transition in Iraq: from war to reconstruction to independence and democracy.

Resolution asks:

  • "that the President should instruct the Permanent Representative of the United States to the United Nations to use the voice and vote of the United States to urge the United Nations to put in place broad United Nations Security Council authority to help the people of Iraq."

It notes:

  • that the UN has "considerable experience in assisting in the transition of countries emerging from conflict, such as Bosnia, Kosovo, East Timor and Namibia

  • the UN has a number of administrative mechanisms that might play a role in post-war Iraq, such as the UN Trusteeship Council, which has managed the transition to independence and democracy in several nations.
