H. R. 1196 - UN POPULATION FUND (UNFPA) FUNDING ACT OF 2003
Introduced March 11, 2003 into the house by Rep. Carolyn Maloney (D-NY).
Cosponsors. This bill asks that the US voluntarily offers
a contribution of $34,000,000 to the UNFPA, providing for family planning,
contraception, and maternal and child health services. To
provide a United States voluntary contribution to the United Nations Population
Fund. This bill:

Claims that population stabilization and improved status
of women is due in part to the efforts of the UN, particularly the UNFPA.

UNFPA assists primarily through the providing of
voluntary family planning, maternal health, contraception, and child health
services.

Allows for a pre-appropriated $34,000,000 to be released
to UNFPA.

In the past, accusations of UNFPA complicity in the
coercive practices of the Chinese government's family planning program
existed; these allegations have been proven false.

Allows for the limiting of funding to China if the
country is not in compliance with the bill, human rights policy, and other
criteria.
