Emergency Supplemental Appropriations Act for Defense,
the Global War on Terror, and Tsunami Relief, 2005

• Fiscal year 2005 supplemental appropriations authorizes just over $82 billion in emergency funding for military operations in Iraq and Afghanistan, foreign assistance aid, and a host of other domestic and international commitments. This request is in addition to the $25 billion already appropriated for fiscal year 2005 War on Terror costs.

• The final legislation includes $50 million to support the expansion of the African Union mission in Darfur, an important addition as the AU plans to more than double the size of the mission. The bill also provides other significant humanitarian funding for Sudan, including: $90 million for international disaster assistance for Sudan ($46 million above the initial White House request of $44 m), $120 million for migration and refugee assistance for Sudan and other countries in Africa ($67 m above the initial request of $53 m), and $240 million for food aid for Sudan and other countries ($90 m above the initial request of $150 m). The Senate-passed Darfur Accountability Act was removed from the final bill.

• The final supplemental also funds international peacekeeping activities at $680 million, $100 million less than the President's request of $780 million but higher than both House and Senate passed versions of the bill.

• For Contributions for International Peacekeeping Activities, $680 million is available, down from $780 million in President Bush's initial request.

• The conference report sets aside $7.7 million for the Office of the Coordinator for Reconstruction and Stabilization (S/CRS), which focuses on planning for post-conflict situations in failing and failed states. The conference-approved total for S/CRS falls nearly $10 million short of President Bush’s request of $17 million.
