 The Palestinian Anti-Terrorism Act of 2006, calls upon the limiting of U.S. financial assistance to the Palestinian Authority until The President certifies that the PA has taken a number of steps, including, among other changes, recognizing Israel as a state, dismantling all terrorist infrastructures, ensuring democracy and the rule of law, and creating financial accountability within the government.

 • Its stated purpose is to promote the development of democratic institutions in areas under the administrative control of the Palestinian Authority.
