• Empowers the U.S. to authorize but withhold from expenditure 25 percent of the U.S. contribution to the United Nations regular budget if the U.N. General Assembly does not agree to change voting procedures from one-nation one-vote to weighted voting where a member’s vote would be proportional to their U.N. contribution

• If the U.N. does not or has yet to approve the weighted voting change then all forthcoming budgets must be approved unanimously, without any objections from any member state, or the U.S. will withhold 25 percent of the U.S. contribution to the U.N. regular budget

• Funds can be released when the secretary of state confirms the U.N. has met the weighted vote change requirement
