•  Authorizes $4,000,000 for the Shirley Chisholm United States-Caribbean Educational Exchange Program, which allows secondary, college and graduate students from the Caribbean to study at private or public schools and universities in the United States and permits funds for the program from private donors.

•  The Secretary of State will work in partnership with Caribbean counterparts to create similar opportunities for U.S. secondary, college, and graduate students.

•  Authorizes $2,000,000 for Caribbean educational development programs - providing funds for teacher training methods and for developing programs for increased community involvement in school activities.
