• This bill seeks the urgent and essential institutional reform at the United Nations. It requires the President to report annually to the appropriate congressional committees on U.N. reforms, and authorizes the President to withhold 50% of U.S. annual contributions if the United Nations is not making sufficient progress in implementing such reforms.
