• This bill declares that it is incumbent upon the United Nations (U.N.) to enact significant reform measures if it is to restore the public trust.

• Requires the Secretary of State to certify that 32 of 39 proposals enumerated in the bill have been adopted by the UN by 2008. Requires the reduction, by 50 percent, of the U.S.’s regularly assessed contribution to the UN budget should these certifications not be met.
