Asserts that preserving security in the Democratic Republic of Congo (DRC)
is in America’s best interest both in terms of national security and to
promote our value of upholding human dignity
• Provides $52 million for bilateral assistance programs for the 2006 fiscal
year
• Supports an increase in authority and capacity of the United Nations
Peacekeeping Mission in the Democratic Republic of Congo (MONUC)
• Encourages the United Nations to hold accountable those responsible within
MONUC for sexual abuse and human trafficking in the DRC
• Requires the president to appoint a special envoy for the Great Lakes
region to ensure security and stability in eastern Congo
• Requires periodic updates about accomplishments and failures in the DRC
and allows the secretary of state to withhold assistance if the goals are
not met
