The Protection against United Nations Taxation Act of 2006

• Mandates withholding of 20% of the assessed U.S. contribution to the
United Nations regular budget and other applicable international
organizations unless the president can certify that:
- The U.N. does not possess taxation authority over the U.S., its states or
citizens.
- The U.N., or other
international organizations, have not imposed taxes or fees on the U.S., its
states or citizens.
- The U.N. or other
international organizations have not developed, advocated, endorsed,
promoted, or publicized taxation proposals concerning the U.S., its states
or citizens.
• The exceptions to the certification are fees for publications or other
kinds of fees that are not equivalent to a tax on United States citizens,
the World Intellectual Property Organization, the staff assessment costs of
the United Nations, and its specialized or associated agencies.
