Introduced on July 13th, 2006 by Senator Diane Feinstein (D-CA), Senator Hilary Rodham Clinton (D-NY) and Senator Olympia Snowe (R-ME)

•  Those individuals between the ages of 15 and 49 who live in countries where the HIV infection rate is greater than one percent among the general population should be provided with knowledge, skill-building programs, and tools to protect themselves from being infected with HIV including:

  1. Medically accurate information and multiple strategies for eliminating or reducing the risks of becoming infected with HIV and other sexually transmitted infections; and

  2. Information about condoms, as well as abstinence, and the need for reducing causal sexual partnering.
