Global Warming Pollution Reduction Act

• To reduce global warming pollution emissions so that:
- The average global temperature does not increase by more than
3.6 degrees Fahrenheit above the preindustiral average;
- The total average global atmospheric concentrations of global warming
pollutants do not exceed 450 parts per million in carbon dioxide
equivalent;
- By the year 2050, United States global warming pollution emissions are
reduced to a level that is 80 percent below the total level of global
warming pollution emissions for the 1990 calendar year.
• Sets carbon dioxide vehicle emission standards for 2016.
• Federal funds for clean, low-carbon energy research, development, and
deployment should be increased by at least 100 percent for each year during
the 10-year period after enactment.
• Establish a bipartisan Senate observation group to monitor any
international negotiations on climate change; and ensure applicable treaties
to the Senate are dealt with in a timely manner.
• The U.S. should participate in negotiations under the United Nations
Framework Convention on Climate Change, completed in New York May 9, 1992,
and lead efforts in other international forums for economic and national
security interests.
• Secure worldwide cooperation in reducing global
warming pollution.
