• To make the protection of vulnerable populations, especially women and
children, who are affected by a humanitarian emergency a priority of the
United States Government.
• The Secretary General of the United Nations should strengthen the existing
ability of the United Nations Department of Peacekeeping Operations to
protect civilians, especially women and children, from sexual exploitation
and abuse by personnel in peace operation missions.
• The President is authorized to provide assistance for programs, projects,
and activities to promote the security of, provide equal access to basic
services for, and safeguard the legal and human rights of civilians,
especially women and children, who are affected by a humanitarian emergency.
