• It is the responsibility of Congress to ensure that international
organizations that receive contributions from the United States, including
the United Nations, utilize United States taxpayer money in a manner that is
effective and cost-efficient, and that promotes the policy goals of the
United States.
• The member states of the United Nations have made commitments which have
increased the costs of United Nations peacekeeping operations to more than
$5,000,000,000 during the 2005-2006 biennium.
• The United Nations should comply fully with its commitments to budgetary
discipline and management reform.
• The capability of civilian agencies of the United States Government to
carry out reconstruction and stabilization activities in countries or
regions in need of such aid should be enhanced through a new rapid
response corps of civilian experts supported by the establishment of a new
system of planning, organization, personnel policies, and education and
training, and the provision of adequate resources.
• The international community, including nongovernmental organizations, and
the United Nations and its specialized agencies, should be further
encouraged to participate in planning and organizing reconstruction and
stabilization activities in countries or regions in need of such aid.
