Introduced April 12,2005 into the Senate by Sen.
Feingold, Russ [D-WI] and Sen. Hagel, Chuck [R-NE]
Representative James
McGovern (D-MA) introduced a companion resolution in the House of
Representatives.
• S.RES.104 comes on the heels of growing
anti-American sentiment around the world. It (a) encourages the active
engagement of Americans in world affairs and (b) urges the Secretary of
State to take the lead and coordinate with other governmental agencies and non-governmental
organizations in creating an online database of international exchange
programs and related opportunities.
• The opportunities would include participation in a
professional or cultural exchange, studying or volunteering abroad, working
with immigrant or refugee groups in the U.S., hosting a foreign student or
professional, participating in a sister-city program, or learning a foreign
language.
• Feingold and Hagel’s resolution, albeit only a
resolution, is a step forward for American citizen diplomacy and encouraging
American citizens to do their part in securing a better, more peaceful world
starting with American leadership.
