New Human Rights Council

Introduced on March 2, 2006 by Senator Norm Coleman (R-MN).

• The United States remains strongly committed to the creation of a new Human Rights Council to replace the discredited United Nations Human Rights Commission.

• The Senate urges the president to utilize the opportunity to aid and create, along with the international community, a new Human Rights Council that is a credible human rights institution.

• The Senate finds an acceptable proposal for a new Human Rights Council to include the following: establish criteria for membership that would serve to exclude the worst human rights abusers; establish a human rights review requirement; include a provision allowing full participation by Israel; prevent the consecutive election of member countries to the Council; and establish membership priority to those countries that respect human rights.
