S. 925 - FOREIGN RELATIONS AUTHORIZATION ACT, FISCAL YEAR
2004
An original bill to authorize appropriations for the
Department of State and international broadcasting activities for fiscal year
2004 and for the Peace Corps for fiscal years 2004 through 2007, and for other
purposes.

Section 403 of this bill stipulates membership on United
Nations Councils and Commissions based upon human rights violations and
participation in terrorist activities. Any member nation which, in the judgment
of the Secretary, consistently violates internationally recognized human rights,
is engaged in severe violations of religious freedom, or is a sponsor of
terrorism or subject to U.N. sanctions, would be denied membership on the
Security Council or the United Nations Commission on Human Rights.

Section 103 of this bill authorizes $1,010,463,000 for
"Contributions to International Organizations" to the State Department for
fiscal year 2004. "Contributions to International Peacekeeping Activities" also
receives $550,200,000 for fiscal year 2004. A fund will also be kept to offset
fluctuations in foreign currency exchange rates
