S. Con. Res.
13 - Libya and the Chairmanship of the UN Commission on Human Rights --
This bill: condemns the Libyan chairmanship of the UN Commission on human
rights; asks that UN sanctions commence until Libya has accepted
responsibility for the bombing of Pan Am Flight 103; asks that in future
nations with gross human rights violations not be allowed on certain UN
committees.

31 - Outrage at treatment of American POWs by Iraqi government -- This
resolution condemns the treatment of American POWs by Iraq, asking the Iraqi
leadership to abide by UN conventions on fair treatment.

52 - Call for a UN Disability Convention -- This resolution asks that
the UN General Assembly adopt a Convention dealing with the human rights and
dignities of people with disabilities.

83 - Establishment of a Democracy Caucus at the UN -- This resolution
calls for the establishment of a democracy group within the UN to promote
the foundations of democracy and democratic principles.

137 - This resolution calls for the suspension of Sudan's membership on
the United Nations Commission on Human Rights. It recognizes and approves of
findings of the Secretary of State that genocide has occurred and may still
be occurring in Darfur, Sudan, and that the Government of Sudan bears
responsibility for such acts.
Joint Resolutions
S. J. Res. 3
- Human Rights in Central Asia --This resolution expresses the sense of the
Congress in relation to human rights in Central Asia. It recognizes that
help that the countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan
and Uzebekistan gave in the war in Afghanistan and to continue the aid to
these countries on the condition that the human rights of the citizens of
these countries are improved.
Simple Resolutions
S. Res. 28 -
UN Weapons Inspectors -- This resolution gives the sense of the Senate that
the UN weapons inspectors in Iraq should be allowed to thoroughly assess the
level of compliance by the Government of Iraq.
S. Res. 32 -
Presidents actions before using military action against Iraq -- This
resolution expresses the sense of the Senate on the actions the President
should take prior to using military action against Iraq especially without
wide international approval.

Syria Accountability Act of 2003 -- This bill demands that Syria halt its
support for terrorism, its occupation of Lebanon, its development of weapons
of mass destruction, etc. It notes that Syria will be held accountable for
certain problems it has caused in the Middle East.

This resolution expresses the sense of the Senate that the Abu Ghraib prison
must be demolished in a symbolic gesture to underscore the United States
abhorrence of the mistreatment of prisoners in Iraq.

139 - Climate Stewardship Act of 2003 -- This act calls for scientific
research into abrupt climate change and a reduction of greenhouse gas
emissions in the United States.

185 - Africa Famine Relief Act of 2003 --This act would make emergency
supplemental assistance available to fight the humanitarian crisis in
countries of sub-Saharan Africa.
S. 925 - Foreign
Relations Authorizations Act of 2004 -- An original bill to authorize
appropriations for the Department of State and international broadcasting
activities for fiscal year 2004 and for the Peace Corps for fiscal years
2004 through 2007, in addition to qualifications for membership on the
United Nation Commission on Human Rights and Security Council.
S. 1001 - Women
and Children in Conflict Protection Act of 2003 -- A bill to make the
protection of women and children who are affected by a complex humanitarian
emergency a priority of the United States Government.

Winning the Peace Act of 2003 -- This bill would increase US capability to
provide reconstruction assistance in post-conflict areas, and would
establish a standing international police force under NATO.
S. 1949 - Return of Talent Act -- This bill will establish the Return of
Talent Program to allow aliens who are legally present in the United States
to return temporarily to the country of citizenship of the alien if that
country is engaged in post-conflict reconstruction.
S. 2127 - Stabilization and Reconstruction Civilian Management Act of
2004 -- This bill will authorize the United States to begin creating a
civilian corps that would be trained to respond to any international crisis
that would require stabilization and reconstruction.
S. 2144 - Foreign Affairs Authorization Act for Fiscal Year 2005 -- This
bill is to authorize funding to all divisions and offices of the State
Department for Fiscal Year 2005.
S. 2514 - To authorize the transfer of funds for foreign countries to
participate in international peacekeeping or peace enforcement operations.
S. 2781 - To express the sense of Congress regarding the conflict in
Darfur, Sudan, to provide assistance for the crisis in Darfur and for
comprehensive peace in Sudan, and for other purposes.

- Repeal Iraq Resolution of 2002 -- This resolution expresses a need to
repeal the Iraq Resolution of 2002 since international weapons inspectors
have been allowed to re-enter Iraq and there is an increased threat posed by
North Korea.

- Re-joining UNESCO -- This resolution expresses the necessity to NOT
re-join the United Nations' Educational, Scientific and Cultural
Organization (UNESCO) due to the fact that it would be contrary to the
interests of the United States.

24 - Libya and the Chairmanship of the UN Commission on Human Rights
--This resolution gives the sense of the House of Representatives that
because of Libya's record on human rights it makes a mockery of the premier
conference on human rights.

respect to each state's position concerning Iraq's compliance with
Resolution 1441.

116 - Democratic governments and withholding of contributions to the UN
-- This resolution expresses that the US should hold contributions to the UN
until the UN Charter is reoriented to disallow non-democratically elected

resolution asks that the UN play an active part in the post-conflict

Expressing the grave concern of Congress regarding the continuing gross

- Condemning the Republic of Sudan's government for its attacks against
civilians in the Darfur region of western Sudan. The Sudanese government
forces and the other militia forces have engaged in rape as a weapon of war,

region.

United Nations Peacekeepers Resolution of 2003-- This resolution expresses
the sense of the House of Representatives that the United Nations should
establish a permanent standing UN security force that could be deployed
pursuant to a Security Council resolution.
H. Res. 55 -
Sufficient time for UN weapons inspectors -- This resolution asks that the
UN be given ample time to find weapons of mass destruction in Iraq; Saddam
Hussein be given ample time to leave Iraq and avert war; the US re-engage
the peace process between Israel and Palestine; and the US intensify its
homeland security efforts.

This resolution calls for the immediate intervention in the conflict in
Burma. Aung San Suu Kyi, leader of the National League for Democracy (NLD),
was democratically elected as General Secretary of the NLD in the My 1990
multiparty election in Burma and is the rightful leader of the government.

bill calls for the prohibition of United States voluntary and assessed
contributions to the United Nations if the U.N. imposes any tax or fee on
United States persons or continues to promote proposals for such taxes or

Withholding of US Contributions to UN organizations with "terrorist chairs"
-- This bill asks that funding be withheld with respect to certain UN
organizations "supporting acts of international terrorism."

Post Conflict Iraq and French Firms -- This bill would prohibit
post-conflict assistance for Iraq from being expended with any French firm.
H.R. 1146 -
American Sovereignty Restoration Act of 2003 -- This bill would end the
United States membership to the UN and all UN bodies and programs.
H.R. 1154 -
American Servicemember and Citizen Protection Act of 2003 -- This bill
provides that the International Criminal Court is not valid with respect to
the United States, and for other purposes.
H. R. 1196 -
UN Population Fund (UNFPA) Funding Act of 2003 -- This bill asks that the US
voluntarily offers a contribution of $34,000,000 to the UNFPA, providing for
family planning, contraception, and maternal and child health services.

Prohibition on United Nations Taxation Act of 2003-- This bill calls for the
prohibition of United States voluntary and assessed contributions to the
United Nations or the Organization for Economic Cooperation and Development
if the U.N. or the Organization for Economic Cooperation and Development
imposes any tax or fee on United States persons or continues to promote
proposals for such taxes or fees.
H.R. 1414 -
International Rule of Law and Antiterrorism Act of 2003 -- This bill would
help to facilitate the establishment of a United Nations civilian police
corps for international peace operations to maintain the rule of law and
promote peace and stability in post conflict situations.
H.R. 1590 -
International Leadership Act of 2003 -- This bill would enhance United
States leadership and the functioning of international organizations and
multilateral institutions.
H.R. 1673 -
Department of Peace -- This bill would establish a new Department of Peace,
which would be represented in the Cabinet. It would be dedicated to
peacemaking and the study of conditions that are conducive to both domestic
and international peace.

Foreign Relations Authorization Act -- This bill authorizes funds for a
great deal of different foreign relations projects.
H.R. 2050 -
This bill seeks to prohibit cooperation with or assistance to any
investigation or prosecution under a universal jurisdiction statute.

Limiting US share of assessments for the UN budget -- This bill asks to
limit the US share of funding which fuels the UN.

This bill sets amounts and qualifications for FY04 contributions to the
UNFPA.

Modernization of UN Structure -- This bill calls for a commission to study

membership, and use of fees.

protection for civilians affected by conflict, and to improve post-conflict
reconstruction efforts in certain foreign countries.

International Security Enhancement Act of 2004 -- This bill will improve the
coordination of the Federal Government in identifying and responding to weak
or failing countries, to improve the coordination and conduct of
pre-conflict stabilization operations and post-conflict reconstruction
operations.

H.R. 4284 - United Nations Oil-for-Food Accountability Act of
2004 -- This bill will require the withholding of United States
contributions to the United Nations until the President certifies that the
United Nations is cooperating in the investigation of the United Nations
Oil-for-Food Program.

- This bill seeks to amend the Foreign Assistance Act of 1961 that requires
the governments of low income oil-producing countries to meet certain
requirements relating to their oil revenues in order to be eligible to
receive United States economic assistance.
