Senate

S. Res.531- Calls on the president to appoint a special envoy for Sudan to help resolve the crisis in Darfur.

S. J. RES. 36 – This bill calls for the withdrawal of US combat troops from Iraq if a national unity government has not been formed by May 22, 2006. It also outlines a procedure of action to be followed if a government is formed by the deadline.

S. 2429 – This bill gives the President the authority to waive the application of certain requirements under the Atomic Energy Act of 1954 with respect to India.

S. RES. 383 – This resolution calls on the president to take immediate action and help improve the security situation in Darfur, Sudan, with an emphasis on civilian protection.

S. AMDT. 1410 – This amendment expresses the sense of Congress concerning actions to support the Nuclear Non-Proliferation Treaty.

S. 516 – This bill seeks to advance and strengthen democracy globally through peaceful means and to assist foreign countries to implement democratic forms of government.

S. 365 – This bill is to authorize appropriations to provide assistance for domestic and foreign centers and programs for the treatment of victims of torture. 

S. 559 – This bill is to make the protection of vulnerable populations, especially women and children, who are affected by a humanitarian emergency a priority of the US Government.

S. RES. 4 – This resolution expresses the sympathy and pledges the support of the US Senate and the people of the US for the victims of the powerful earthquake and devastating tsunami that struck South Asia, Southeast Asia, and Africa, on December 26, 2004.

S. RES 104 – This resolution expresses the sense of the Senate to encourage the active engagement of Americans in world affairs and urging the Secretary of State to take the lead and coordinate with other governmental agencies and non-governmental organizations in creating an online database of international exchange programs and related opportunities.

S. 1315 – This bill states that it is the sense of the Congress that the U.S. should actively work to make the prompt achievement of the Millennium Development Goals (MDGs) a top priority. It also requires the Secretary of State to report to congress on the progress of this effort following the Sixth Ministerial Conference of the World Trade Organization scheduled for December 2005.

House

H.R. 5784 - Creates and authorizes funds for an educational exchange program for Caribbean and U.S. students (Shirley Chisholm United States-Caribbean Educational Exchange Program), and also authorizes funds for educational development programs in the Caribbean

H.R. 3605 - This act would create, employ and report a strategy to reduce global poverty and eliminate extreme global poverty in an effort to further US foreign policy objectives.

H.R. 282 - This bill holds the current regime in Iran responsible for the threatening behavior and to support a transition in democracy.

H RES. 723 – This resolution calls for the President to take immediate action and improve the situation in Darfur, Sudan specifically civilian protection. 

H. RES. 675
– This resolution expresses Congressional disapproval of the Arab League’s decision to hold its 2006 summit in Khartoum, Sudan.

H. R. 2017 – This act amends the Torture Victims Relief Act of 1998 to authorize appropriations to the Department of Health and Human Services, the President, and the United Nations Voluntary Fund for Victims of Torture.

H. J. RES. 70 – This resolution requires the President to submit to Congress a plan for the withdrawal of United States Armed Forces from Iraq, and for other purposes.

H. R. 1409 – This bill amends the Foreign Assistance Act of 1961 to provide assistance for orphans and other vulnerable children in developing countries, and for other purposes.

H. R. 1011 – This bill is to provide financial assistance to the UN Population Fund to provide urgent medical and health care to tsunami victims in Indonesia, the Maldives, and Sri Lanka.

H. R. 1268 – This bill is for emergency supplemental appropriations for defense, the global war on terror, and tsunami relief.

H. R. 1314 – This bill is to make the protection of vulnerable populations, especially women and children, who are affected by a humanitarian emergency a priority of the US Government.

H. RES. 12  – This resolution expresses condolences and support for assistance to the victims of the earthquake and tsunamis that occurred on December 26, 2004, in South and Southeast Asia.

H. CON. RES. 35 – This concurrent resolution expresses the sense that the President should develop and implement a plan to begin the immediate withdrawal of US Armed Forces from Iraq.

S.RES.559 - Urges President Bush to take immediate steps towards halting violence in Darfur.

S. 2125 - This bill authorizes $52 million in new appropriations for the Democratic Republic of Congo, provided the government of the DRC achieves specified humanitarian policy objectives.

S. 3322 - This bill authorizes the formation of a Response Readiness Corps to assist in reconstruction and stabilization activities in countries or regions, which are at risk, experiencing or recovering from conflict or civil strife.

S. 2095 – This bill guarantees the United States assessments for United Nations peacekeeping operations in 2005 and 2006.

S. 1462 – This bill imposes sanctions against individuals responsible for genocide, war crimes, and crimes against humanity, to support measures for the protection of civilians and humanitarian operations, and to support peace efforts in the Darfur Region of Sudan, and for other purposes.

S. 1949 – This act is to improve cooperative proliferation detection with foreign countries, offer interdiction assistance to foreign countries, and reduce conventional threats.

S. 313 – This bill is to improve authorities to address urgent nonproliferation crises and US nonproliferation operations.

H.R. 6104 - This bill authorizes the formation of a Response Readiness Corps and a civilian-led office within the Department of State to assist in the reconstruction and stabilization activities of at-risk countries or regions.

H.R. 5805 - Promotes nuclear nonproliferation in North Korea

H. CON. RES. 318 – This bill expresses concern regarding nuclear proliferation with respect to proposed full civilian nuclear cooperation with India.

H.R. 3127 – To impose sanctions against individuals responsible for genocide, war crimes, and crimes against humanity, to support measures for the protection of civilians and humanitarian operations, and to support peace efforts in the Darfur Region of Sudan, and for other purposes.

H. RES. 82 – This resolution disavows the doctrine of preemption.

H. RES. 180 – This resolution is for the creation of a United Nations Emergency Peace Service (UNEPS).

S. RES. 388 – This resolution urges the Government of National Unity of Sudan and the Government of Southern Sudan to fully put into operation the Comprehensive Peace Agreement that was signed on January 9, 2005.

S. 2279 – This amendment calls for changes to the Iran and Syria Nonproliferation Act.

S. CON. RES. 78 – This resolution condemns the Government of Iran for violation of its international nuclear nonproliferation obligations and expressing support for efforts to report Iran to the UN Security Council.

S. 495 – This bill is for the imposition of sanctions against perpetrators of crimes against humanity in Darfur, Sudan, and for other purposes.

S. RES. 48  – This resolution expresses the sense of the Senate regarding the trafficking of persons.

S. CON. RES. 17  – This bill is to assess the potential effectiveness of and requirements for a NATO-enforced no-fly zone in Darfur.

H. CON. RES. 341 – This concurrent resolution condemns the Iranian government for defying their international nuclear nonproliferation obligations.

H. R. 4681 – This bill promotes the development of democratic institutions in areas under the administrative control of Palestinian Authority.

H. RES. 388  – This bill  calls upon the Cuban regime to end its human rights violations and urges the European Union to reexamine its policy toward Cuba.

H. R. 1424  –  Darfur Genocide Accountability Act of 2005

H. R. 1435  – This bill denies  the Foreign Tax Credit  to Companies Doing Business Directly in Sudan.
 
H. CON. RES. 56  – This concurrent resolution expresses the sense  that the US should not ratify the Law of the Sea Treaty.

H. CON. RES. 88  – This concurrent resolution is to Remember the victims of the genocide that occurred in 1994 in Rwanda.

H. CON. RES. 127  – This concurrent resolution is to urge Nigeria to transfer Charles Ghankay Taylor to the Special Court for Sierra Leone.

H. CON. RES. 134  – This concurrent resolution expressing the sense that the US should play a leading role in the drafting and adoption of a UN convention that affirms the human rights and dignity of persons with disabilities.

S. 3633 - The Protection against United Nations Taxation Act of 2006 (PUNT) would require the withholding of 20 percent of the United States contributions to the United Nations regular budget until the president certifies that the United Nations is not engaged in global taxation schemes.

S.RES.442 - This resolutions expresses the disappointment with  with respect to the election of Iran to a leadership position on the UN Disarmament Commission and seeks to withhold funding from the United Nations until reforms are made. 

S.RES.387 – This resolution recognizes the need for to replace the United Nations Human Rights Commission with a new Human Rights Council.

S. RES. 323 – This resolution expresses the sense of the Senate that the United Nations and other international organizations shall not be allowed to exercise control over the Internet.

S. RES. 273 – This resolution expresses the sense of the Senate that the United Nations and other international organizations shall not be allowed to exercise control over the Internet.

S. RES. 185 – This resolution recognizes the important role of the United Nations in establishing international peace and security, and declares that UN reform is essential.

S. 1689 – This bill states that the policy of the United States is to vigorously oppose any global or international tax that may be proposed or considered by the United Nations.

S. 1394  – This bill, a compliment to the Hyde UN Reform Act 2005, requires a 50 percent reduction of the U.S.’s regular assessed contribution to the UN budget should 32 of 39 reform proposals not be agreed to by the UN.

S. 1383 – This bill would establish US priorities for United Nations reform and authorize the President to withhold 50% of US contributions to the UN if he determines that the world body is failing to make “sufficient” progress in implementing reform.

S. 291 – This bill requires the withholding of US contributions to the UN until the President certifies that the UN is cooperating in the investigation of the Oil-for-Food Program.

S. 600 – This bill is to authorize appropriations for  the Peace Corps and for foreign assistance programs.

House

H. R. 5713 -- Withholds 25 percent of the US contribution to the UN budget if the UN General Assembly does not approve a voting procedure change from one-nation one-vote to weighted voting

H. RES. 714 – This resolution urges the replacement of the United Nations Human Rights Commission with a new Human Rights Council.

H. RES. 438 – This resolution urges member states of the United Nations to stop supporting resolutions that unfairly castigate Israel and to promote within the United Nations General Assembly more balanced and constructive approaches to resolving conflict in the Middle East.

H. CON. RES. 258 – This concurrent resolution calls for a Commission within the United Nations that will build a 21st century abolitionists movement to end slavery, human trafficking, and exploitation around the world.

H. R. 14 – This bill is to limit the US share of assessments for the UN regular budget. 

H. R. 67 – This bill establishes the National Commission on the Modernization of the UN. It deals with studying organizational structures and practices within the UN.

H. R. 912 –  This bill is to ensure the protection of beneficiaries of US humanitarian assistance.

H. R. 972 – This bill requires the State Department to hold the UN (as well as other international institutions that the US participates in) accountable for dealing with peacekeeping sexual abuse.

H. R. 1017 – This bill is to prohibit US voluntary and assessed contributions to the UN if the UN imposes any tax or fee on any US person.

H. R. 1092 – This bill requires the withholding of US contributions to the UN until the President certifies that the UN is cooperating in the investigation of the Oil-for-Food Program.

H. R. 1146 – This bill is to end membership of the US in the UN.

H. R. 2745 – This bill allows the US to withhold funds from the UN until specific reforms have been implemented.

H. RES. 180 – This resolution is for the creation of a United Nations Emergency Peace Service (UNEPS).

H. RES. 260 – This resolution thanks John R. Bolton, President George W. Bush's nominee to serve as US Ambassador to the UN.

H. CON. RES. 132  – This concurrent resolution expresses the sense that the US should formally withdraw its membership from UNESCO.

S. 3698 - To amend the Clean Air Act to reduce carbon emissions and increase federal funds for clean, low-carbon energy research, development, and deployment.

S. 3656 - Individuals who live in countries where HIV infection rates among the general population are greater than one percent should be provided with medically accurate information and several strategies for eliminating or reducing the risk of becoming infected with HIV and other sexually transmitted diseases.

S. 2446 – This bill is designed to promote the national security and stability of the economy of the United States by reducing U.S. dependence on oil through the use of alternative fuels and new technology.

S. 2435  This bill seeks to improve U.S.-International Relations by seeking a common ground for Energy issues. 

S. 1912 – This bill seeks to establish a global network for avian influenza surveillance among wild birds nationally and internationally to combat the threat of the avian flu.

S. 342 – The Climate Stewardship Act is a Bill which provides for a program of scientific research on abrupt climate change.

S. RES. 64 – This resolution expresses sense that the US should prepare a strategy for entering into international negotiations on a binding agreement that would swiftly reduce global mercury use and pollution.

S. J. RES. 5 – This joint resolution expresses the sense that the US should act to reduce greenhouse gas emissions.
 
House

HR. 5338- Legislation to prohibit any Member’s Representational Allowance to be spent on vehicles which do not use alternative fuels.

H.R. 5049 – This bill establishes a market based system to regulate greenhouse gas emissions as well as promote the advancement of energy research and technology.

H. R. 4476 – This bill creates a global network for avian influenza monitoring among wild birds nationally and internationally to combat the growing threat of bird flu.

H. R. 4188 – This resolution will increase funding to the USAID for support of voluntary family planning programs and contraceptive procurement in developing countries, and for other purposes.
