MANAGEMENT AND OPERATIONS REFORM

Overview

In 2005, Secretary General Kofi Annan introduced several proposals to make the United Nations a more effective organization. In March 2006, he released his report, "Investing In the United Nations," which outlines an ambitious overhaul of the U.N.’s management and operations. Annan's plan includes a restructuring of the Secretariat, information technology and communications upgrades, changes in budget and finance mechanisms, and proposals to attract and keep quality staff.

U.S. Position

The Bush Administration and Members of Congress have routinely criticized corruption and incompetence at the U.N.; Annan’s report outlines solutions to many of the issues they raise. The report was immediately embraced by Ambassador Bolton.

Citizens for Global Solutions Position

Citizens for Global Solutions strongly supports management reform at the United Nations. If adopted, Annan's plan will ensure a fundamental improvement in the way the U.N. does business and make the U.N. a truly competitive workplace.

The report is a bold move and indicates the willingness on part of the U.N. Secretariat to adopt effective reforms to solve problems the global community faces in the 21st century.

About Citizens for Global Solutions

Citizens for Global Solutions envisions a future in which nations work together to abolish war, protect our rights and freedoms, and solve the problems facing humanity that no nation can solve alone. This vision requires effective democratic global institutions that will apply the rule of law while respecting the diversity and autonomy of national and local communities. We work to build political will for our vision in the United States by educating Americans about our global interdependence, communicating global concerns to public officials, and developing proposals to create, reform, and strengthen international institutions such as the United Nations.
