Senegal Arrests Former Chadian Dictator
November 28 – Senegal announced earlier this month that it had arrested
Hissène Habré, the former president of Chad, for crimes committed by the
Chadian intelligence service between 1982 and 1990. Dubbed the African
Pinochet by human rights advocates, Habré was the subject of an
international arrest warrant issued by Belgium under its international
jurisdiction law. The law allowed Belgium to claim jurisdiction to prosecute
those accused of egregious human rights violations.
Habré’s extradition to Belgium to face charges relating to arbitrary
arrests, torture, and mass execution of tens of thousands of Chadians during
his reign is pending approval by the Senegalese government. Habré has lived in
exile in Senegal for 15 years.
